An evaluation was required to focus on “the overall effect of the trial restrictions and the complementary measures” and this report presents the results of that evaluation. In accord with the Terms of Reference given for the evaluation, the report contains recommendations about licence conditions and related matters. Parts of the report consider individual components of the trial and makes some associated judgements, but the focus is on the impact of the overall package of initiatives.,
