Abstract

The discussion paper is based on findings and recommendations from the Royal Commission into the Detention and Protection of Children in the Northern Territory (Royal Commission) and the Productivity Commission Study Report into Expenditure on Children in the Northern Territory (Productivity Commission study). It will inform engagement with stakeholders, such as government agencies, service providers and communities. The concepts within the paper will be explored and tested during consultation using the questions in the discussion paper.,
