|Biographical notes:||Higgs arrived in Darwin in July 1908 on the 'Eastern' and was dispatched immediately to Borroloola as a Mounted Constable of the Northern Territory Police Force. In May 1912 he was also appointed as Acting Officer of Customs. In June 1915 he had the misfortune to break his leg while horse riding in Darwin.|

|Service History:||Higgs joined the Adelaide Rifles, 1st Commonwealth Horse (Boer War) and was also a member of the South African Constabulary. He embarked from Adelaide on board HMAT A48 ‘Seang Bee’ on 10 February 1917 with the 5th Pioneer Battalion, 9 Reinforcement.|
