Biographical notes: Budgen was the son of Sydney R. Budgen and Florence (nee Weedon). William was born in 1895 whilst his mother was operating the Terminus Hotel. Source: NTDB, p.77. He had an apprenticeship with the Government Locomotive shops for 5 years in Darwin.

Budgen embarked with his unit on board HMAT A49 'Seang Choon' from Brisbane to Plymouth on 19 September 1916. He proceeded to France on SS 'Victoria' via Folkestone on 4 February 1917. Budgen was reported missing on 11 April 1917. A Court of Inquiry held on 7 November 1917 determined he had been killed in action.
