Biographical notes: Caroline was the daughter of Samuel Brown and Emma nee Blake. Born in Victoria, Caroline came to the Territory with her parents and siblings in 1874, aged 15. Her father opened a hotel and store at Southport. In 1877 she married John Cleland, a 29 year old mariner. She had five children. In 1895, Caroline was 37 when she became one of the first 82 women in the Territory to enrol to vote.
