Biographical notes
Originally trained as an agricultural scientist, Noel raised six children before becoming involved in politics, following public dissatisfaction with red tape in the wake of Cyclone Tracy. Noel was elected to the Northern Territory Legislative Assembly representing Tiwi in 1977. She holds the distinction of being the fifth longest serving woman in an Australian Parliament, having served for 20 years and 4 months and also being the first female Minister in the Northern Territory Legislative Assembly in 1978.,
