MINUTES OF PROCEEDINGS: Tuesday 27 November 2018 MESSAGE FROM THE ADMINISTRATOR The Speaker advised Members of the following Message from Her Honour the Administrator (Paper 960): Message Number 19 7. Superannuation Legislation Amendment Bill 2018 I, VICKI OHALLORAN AM, Administrator of the Northern Territory of Australia, under section 11 of the Northern Territory (Self-Government) Act 1978 (Cth), recommend to the Legislative Assembly a Bill for an Act that authorises amounts to be paid from the Central Holding Authority for the purposes of paying: (a) benefits under the Legislative Assembly Members' Superannuation Fund Act (to be renamed as the Legislative Assembly Members' Pensions Act); and (b) employer-financed benefits under the Superannuation Act, and (c) any foreign tax or charge payable in relation to an act or thing done for a purpose connected with, or arising out of, giving effect to the Bill. Dated 22 November 2018 8. SPEAKER'S STATEMENTS The Speaker made a statement regarding the passing of a former Member, the Hon Fred Finch AM. Mr Finch was a member of the Northern Territory Legislative Assembly from 1983 to 1997, representing the seats of Wagaman and Leanyer. Members observed a minute of silence. The Speaker made a statement regarding the Member Satisfaction Survey. The Speaker made a statement regarding a letter from the Department of Prime Minister and Cabinet regarding the visit of the Australian and Japanese Prime Ministers. Paper Tabled: Speaker tabled: Letter, to Hon Kezia Purick, Thanks for approving the use of Members rooms at Parliament House, Mark Fraser 21 November 2018 (Paper 961). PETITION REPORTS TABLED: REPORTS FROM SCRUTINY COMMITTEE Speaker tabled responses from Scrutiny Committees regarding Petition Number 25 (Paper 962), Petition Number 27 (Paper 963) and Petition Number 28 (Paper 964). 9. PETITION REPORT FROM SCRUTINY COMMITTEE The Clerk advised receipt of a report from the Social Policy Scrutiny Committee regarding Petition Number 27 (Paper 963) concerning a Youth Justice Facility recommending the Assembly debate the petition in February 2019. Mrs Finocchiaro moved the report be adopted. Question put and passed. 10. 11. PETITION REPORT FROM SCRUTINY COMMITTEE The Clerk advised receipt of a report from the Social Policy Scrutiny Committee regarding Petition Number 28 (Paper 964) concerning the noise at the Pint Club recommending the Assembly debate the petition February 2019. Mrs Worden moved the report be adopted. Question put and passed. 434
