15 In response to the report of the Royal Commission, the NT Government developed a plan to implement reforms to better support children, young people and families experiencing vulnerability and to deliver the recommendations of the Royal Commission. Safe, Thriving and Connected: Generational Change for Children and Families 2018-2023 was published in April 2018. With regard to initiatives that specifically relate to Police, it states:
