While Australia has not said what greenhouse reduction target it could meet, it has made it clear that it would not be able to reduce emissions in absolute terms, but only increase them less quickly. It is imperative that Australia takes every opportunity to convince other countries that Australias particular circumstances must be taken into account in the final outcome at Kyoto. Australia is not looking for a free ride, and is prepared to take its fair share of climate change mitigation action. The Commonwealth, State and Territory governments are developing a revised national greenhouse strategy. 21
