12 Further, Mr Speaker, the Government will ensure that biodiversity protection is included as a major consideration in all planning initiatives. The further development of the Territorys parks and reserves to protect specific flora and fauna samples in the Territory environment will be a very high priority for the Territory Government. Complementing the development of Territory parks will be the development of partnerships with landholders to ensure conservation of the Territory outside parks. Mr Speaker, it is essential that our cultural heritage is maintained and protected. The Territory Government will create a database of known archaeological resources. We will develop conservation and management plans and guidelines for all heritage places in the Northern Territory. In addition to increasing the Heritage Grants program the Government will consider providing grants or low interest loans for heritage conservation projects. Mr Speaker, Territorians are among Australias most physically and culturally active people. This, too, provides one of the cornerstones for the unique lifestyle that Territorians value so highly. Mr Speaker, to build upon and preserve that part of our unique lifestyle we will ensure Territorians have access to leisure activities that suit their interests, tastes and. budgets. In order to achieve this objective the Government will implement a number of initiatives. We will consider the development of the Darwin Symphony Orchestra into a regional orchestra for audiences across the whole of northern Australia. This would provide greater employment opportunities to more Territory musicians. Mr Speaker, the Government will unashamedly continue to sponsor and attract national and world class events such as CATS, while simultaneously supporting the staging of local events.
