CONSOLIDATED REPORT ON THE TRACTOR ISSUE BY SANTOKH SINGH At the offset, I wish to make it clear that both Mr. Sonny Deo and Mr. Leo Cleanthous did not at any time participate in the quotations for the purchase of tractors - I acted in my capacity as Co-ordinator on behalf of Ngadunggay Homeland resource Centre in regard to their Development Projects. The principle behind the calling of quotations or tenders is to secure a purchase or a service with cost effectiveness within the financial resources available and not to make a purchase beyond the financial capability. CHRONOLOGICAL EVENTS 2 October 1997 22 - 24 Oct. 97 4 November 97 17 November 97 I was appointed to Co-ordinate on behalf of Ngadunggay Homeland Resource Centre in their Development Projects. Deep Sea and Coastal Fishing together with Orchard Farming and Home Vegetable Gardens projects were discussed in August 1997 and the participants were Brian Wanambi, Paul Gurrumurwuy and Santokh Singh. Meetings were held with officials of the Fisheries Division and Horticultural Division of the Department of Primary Industries and Fisheries.Letter attached marked A Visit by ChrisThamm to some outstations to spot check and talk to 25 - 30 participants. Letter marked B attached Chris Thamm despatches information on tractors and prices to Brian. He invited quotations on his own and attached blank procurement certificate stating If you decide to & use CDEP Capital for this we require a procurement certificate. Letter attached markedC Chris states Please find attached (also posted today) CDEP capital quotes & Procurement Certificate. When Council have made a decision on which quote they accept, we require the Proc. Cert. & can then release funds. On 4 November Chris says if you decide to & use CDEP capital for this, we require a procurement certificate , now he changes his tune about council making a decision. This inconsistency has to be addressed together with other parts of the letter .Letter marked D attached.
