Dear Mr. Sheville, RE: MAJOR REVIEW Thank you for your letter dated 4 October 1997. The find ings and recommendations have been noted and in reply I wish to make the following comments with a view of clarifying and m ak in g counter proposals. The report revolves on the basic issues which have been repeated and my reply would also indicate repititions. The following activities are not under the charge of the Homeland I would also like to point out that the funds for infrastructure capital for an office building were not released to the Homeland and your comments indicating the Indicator Performance reports show that the project was not achieved do not depict a true picture and to further state that due to the late release of funds for projects as the organisation was slow in organising the project, should be deleted especially to quote you the moneys were released directly into the project managers trust account in May 1997. No periodic financial statement has been received by ATSIC (page 24). If the funds were released direct to the project manager, of whom we know nothing about - dont you think these comments should be deleted and not attributed to the Homeland or our Accountants who have been doing a good job and have been rendereing the financial returns very promptly to ATSIC. There appears to be some misunderstanding in your comment that no physical examination of projects was undertaken due to advice that little progress had been made in this regard over the past two years. This was confirmed at the organisation with the Chairperson.I shall like to quote you as having said that you had no time and that ATSIC had informed you of little progress made in the outstations. I did not respond when you commented as aforesaid, (page 4). This paragraph too should be deleted in the light of my clarification. Homeland meetings are held every month and not from time to time.
