^{1 November 1995 . Ngadunggay submitted an application for funding for 1995/96 financial year on the understanding that everything regarding the transfer of assets was fine. 6 . Ngadunggay Council recieved a letter from Human Services & Health say they had recieved our application and would be considering it at their next meeting . 7 . Ngadunggay Homeland Council requested the assistance of Dr Ray McKenzie to carry out a needs analysis of the Ngadunggay Homelands . This was completed and he assisted with the application for funding for 1996/97 and identified funding short falls for 1995/96 . 8 . On the 4.1.96 the Gapuwiyak Council & the Ngadunggay Council held a joint meeting to discuss Outstation Health . This meeting was only for Yolngu Council Members only . It was agreed by Bobby and Alfred at this meeting to hand over the Outstation Health Program to Ngadunggay as soon as possible . Micky Dhambarra Vice Chairperson Gapuwiyak Council - Miwatj Health director said that the Gapuwiyak Council have wanted to do this for a long time . 9 . After this meeting was over Bobby phoned Richards house and asked Richard to go to Bobbys place to talk about the Outstation Health . Richard went to Bobbys place that afternoon . Bobby said that the Council doesnt have a problem with handing over the Outstation Health Program . That is what the Gapuwiyak Council wants . Outstation Health can be run better by the Outstation people . Bobby said the Council members agreed that Gapuwiyak Council write a letter and invite Human Services & Health to come to Gapuwiyak to talk to both Councils about handing over this program . 10 . Ngadunggay Council purchased Computer equipment & MYOB Accounting package which is used in other Aboriginal Medical Services in Western Australia . 11 . Lyn has started to train Dianne how to use this accounting system . Dianne will be trained how to use the accounting system . A Cheque Account has been opened with ANZ Darwin 12. Ngadunggay Council feel that by having financial control and management control of their own Health & Medical Service . They also have more control over self determination of their own lives . When this program is handed over to Ngadunggay , the Ngadunggay Homeland Council can address health issues and concerns at each Homeland Meeting . 13 . The Ngadunggay Council can develop a Health Strategy plan for each of their Homelands . 1 4. Training at the Homelands can happen . 5 Homelands have established clinics. With this hand over it will allow Ngadunggay to access funding to provide training - Equipment and maintenance of the Homeland Clinics . 15 . Ngadunggay must have a part in the development and provision of health
