P l a n n i n g Graham Bailey, Assistant Secretary, Planning, started work w ith the Com m onw ealth G overnm ent in the N orthern Territory in 1 9 6 8 . He has held a range of strategic planning responsibilities in the N orthern Territory G overnm ent. G raham was responsible for the production of the 1 9 8 4 and 1 9 9 0 strategic planning docum ents for the Darwin region as well as many other planning publications which have had a significant influence on developm ent in the Territory. Graham has extensive experience and formal qualifications in design drafting, interior design, urban and rural planning, land use planning and m anagem ent. H e is a corporate m em ber of Royal Australian Planning Institute. L a n d A d m i n i s t r a t i o n Bill Flaherty, Assistant Secretary, Land A dm inistration, arriv ed in D arw in in 1 9 8 2 w ith th e W estpac Bank, principally focussing on financing the commercial sector. This gave Bill a detailed understanding of corporate finance and Territory industry. Bill was a p p o in te d as E xecutive D irecto r, N o rth e rn Territory Industrial Supplies Office in 1 9 9 1 . His detailed insights of Territory industry gained from that position were tr a n s f e r r e d to th e D e p a rtm e n t o f In d u s tr ie s an d D evelopm ent, w here Bill held the position of Assistant Secretary Defence Industry. Bill moved to the policy and coordination area of the D epartm ent of the Chief M inister for tw o years before assuming his present position in 1 9 9 6 . He has represented the Territory in a variety of national forum s including the Defence Industry Working Group and Standing Committee on Treaties.
