4. RECOMMENDATIONS The overriding recommendation a-F this paper is to request the Northern Territory Government to -Formally adopt the National Health Policy on Alcohol, which was agreed to by the Ministerial Council on Drug Strategy in 1989. Various recommendations made on the basis of the current Territory situation vis-a-vis the national policy are presented below. The rationale for these recommendations follows in the body of the report. AVAILABILITY 1. That the Darwin City Council only supports the granting of further liquor licences where alcohol is to be consumed on the premises in conjunction with a meal unless exceptional circumstances can be clearly demonstrated. 2. That the N.T. Government be requested to: <i) reduce the availability of alcohol through the reduction of trading hours, particularly at take-away outlets; <ii) seek co-operation with the hospitality industry so that: (a) the Patron Care program be introduced; (b) both alcoholic and non alcoholic alternatives be advertised when complementary drinks are offered with meals.
