That the N.T. government be requested to implement Employee Assistance Programs which provide: (i) training -For management, supervisory sta-f-f and union officials in the confrontation and referral of employees exhibiting unsatisfactory work performance; (ii) the opportunity for an employee to undertake rehabi1itation programs as an alternative to disciplinary action due to unsatisfactory work performance; and (iii) liaison between management and treatment agency regarding an employee's fitness for work and commitment to the rehabilitation program. 6. CONCLUSION Currently, there is no effective, comprehensive plan of action to combat the misuse of alcohol in the Northern Territory: the present approach is piecemeal, uneconomic and counterproductive. Whilst educational and health promotion programs are operating reasonably well, and treatment services are available for established dependency problems, these are not supported by adequate early intervention programs nor suitable education and training for professionals. The stated intention of the government is to minimise the harm associated with the use of alcohol. However, control and legal policies are not congruent with this purpose.
