SUBSTANCE ABUSE As previously s ta ted , it is estim ated th a t over fifty per cen t of inc iden ts of violence ag a in st w om en are alcohol related. Therefore an y program w hich reduces the ab u se of alcohol an d o ther su b s ta n c e s w ith in the com m unity shou ld com plem ent program s for the preven tion of violence ag a in st wom en. N o rth ern T err ito ry L iv in g w ith A lcoh o l P rogram The Living w ith Alcohol Program w as in itia ted in 1991 to reduce the cost of alcohol problem s in the N orthern Territory. The program is un iq u e in A ustra lia in th a t it provides a s tru c tu red , long term fram ew ork for p rogram developm ent an d delivery, and funds are specifically allocated for th is sendee. T his program is founded on the rea lisation th a t to achieve th e b e s t ou tcom es in reducing the costs of alcohol rela ted problem s and prom oting responsib le u se of alcohol, the involvem ent of all sec to rs of the com m unity is required in: changing the d rink ing cu ltu re of the N orthern Territory; delivering effective education and tra in ing program s; providing care to those w ith alcohol problem s; and s treng then ing of coordination of controls on supp ly an d u se of alcohol. Com m unity Education Cam paigns C om m unity educa tion program s are the m ost visible e lem ents of th e stra tegy . A n u m b er of cam paigns have been p resen ted to -date to d iscourage d rink driving, to prom ote a sh ift to light beer an d to su p p o rt responsib le serving on licensed prem ises.
