4. The Electoral Act be amended to provide that for the purposes of the conduct of elections the Chief Electoral Officer has fmancial and personnel delegations equivalent to those of a Chief Executive Officer. 5. The Government Accounting System and Payroll System for processing of election transactions be implemented on a priority basis. 6. The Electoral Act be amended to make provision for tabling of a report by the Chief Electoral Officer after each election including audited financial statements. 7. In each year of the election cycle the Northern Territory Treasury be advised of the notional cost of a Legislative Assembly General Election and a ByElection in a rural as well as an urban division. 10
