an increase in the capacity of existing alcohol related services to meet the acknowledged special needs of women; education and treatment options for prisoners incarcerated for alcohol related offences; maintenance of the Darwin detoxification unit pending evaluation. 4 .0 LIVING WITH ALCOHOL - conclusion To live with alcohol in the Northern Territory requires action for change; coordinated action which will realise the best returns on the investment which we are about to make. That action will taken in the three interacting areas of cultural values, control measures, and caring services. These three action areas will be supported by an active commitment to resources; to research and evaluation to ensure that the contribution which each part makes is optimal; to cooperative processes to achieve agreement about what needs to be done and the incorporation of harm reduction goals into the culture of all Government instrumentalities. This document represents a beginning. It sets the framework and the spirit in which we aim to begin living with alcohol from this moment. The spirit of the quality of life to which we collectively aspire in the Northern Territory. 10
