Attachment (E) is interesting in that it dismisses the myth that is continually thrown before the Commission that the Northern Territory has vastly^liquor outlets per head of population than anywhere else in Australia. Paragraph (d) ii - On balance the Commission cannot place much emphasis on this aspect. Paragraph (d) iii - This matter is considered in a general sense when the Commission is addressing applications for licences in the major centres of population, or by aboriginal communities applying for restricted areas and applications for permits by aboriginals to consume liquor within Restricted Areas. The Restricted Areas provision of the Liquor Act empowers the Commission to declare an area "restricted" upon application by an interested person or party. Restricted areas or "dry areas" are areas of land from which all liquor, or certain types of liquor are excluded except in accordance with a liquor permit. The purpose of this
