I FOR THE AUTHORITY TO REALISE THE PROMISE SHOWN BY THE EMERGING TECHNOLOGIES IN TERMS OF REDUCED OPERATIONAL COSTS, NEW BUSINESS OPPORTUNITIES AND ENHANCED CUSTOMER SATISFACTION, IT MUST FOSTER DEVELOPMENT OF A RENEWABLE ENERGY INDUSTRY IN THE TERRITORY WHICH IS CAPABLE OF SUPPORTING ITS ACTIVITIES. THERE ARE TWO DIMENSIONS TO THAT DEVELOPMENT. THE FIRST IS THE TRADITIONAL SERVICE PROVIDED BY THE AUTHORITY TO THE DOMESTIC MARKET IN THE TERRITORY. THE SECOND IS LONGER TERM AND RELATES TO THE CHANGING ROLE OF ELECTRICITY SUPPLY UTILITIES IN TERMS OF THE TYPE OF SERVICE PROVIDED AND TO WHOM THE SERVICE IS PROVIDED. DEVELOPMENT OF A RENEWABLE ENERGY INDUSTRY IN THE TERRITORY FACES SEVERAL CHALLENGES. THE GROWTH OF EXISTING BUSINESSES BASED ON COMMERCIALLY AVAILABLE SYSTEMS IS DISAPPOINTINGLY SLOW. THE MAIN LIMITING FACTORS APPEAR TO BE: FIRSTLY, A SHORTAGE OF PEOPLE WITH THE SKILLS NEEDED TO DESIGN AND COMMISSION HYBRID ELECTRICITY GENERATION SYSTEMS THAT INCORPORATE 2
