12 THE CONSTRUCTION OF THE SUBSEA PIPELINE AND LNG PLANT IN DARWIN PROVIDES THE CRITICAL MASS WHICH WILL ENCOURAGE OTHER GAS RESOURCES IN THE REGION TO BE DEVELOPED. I TAKE THIS OPPORTUNITY TO PASS ON MY APPRECIATION TO PHILLIPS PETROLEUM, WITH WHOM I HAVE BEEN WORKING FOR MORE THAN TWO YEARS, FIRST IN MY CAPACITY AS MINISTER FOR MINES AND ENERGY, AND NOW AS MINISTER FOR LANDS, PLANNING AND ENVIRONMENT. THE COMPANY AND ITS REPRESENTATIVES HAVE BEEN COOPERATIVE AND RESPONSIVE, AND I LOOK FORWARD TO PHILLIPS PETROLEUM BECOMING A SIGNIFICANT PETROLEUM PRODUCER AND MAJOR CORPORATE CITIZEN OF THE NORTHERN TERRITORY. I HAVE EVERY CONFIDENCE THAT THIS EXCITING PROJECT WILL ACT AS A CATALYST FOR FURTHER DEVELOPMENT OPPORTUNITIES IN THE TERRITORY. THE PROPOSAL WILL HAVE WIDE-RANGING, POSITIVE OUTCOMES FOR THE TERRITORY, INCLUDING AN EXPANDED POPULATION AND ECONOMIC BASE.
