TOLD THAT WHILE THE NEED FOR MANY OF THE CHANGES EMERGED DURING THE DEVELOPMENT OF THE UNIVERSITY'S BUDGET FOR 1997, AND REFLECT A NEED FOR GREATER EFFICIENCY AND FOR INCREASED ATTENTION TO GENERATION OF REVENUE, IN ALL CASES THE PRIMARY AIM HAS BEEN TO MAINTAIN OR IMPROVE THE UNIVERSITY'S SERVICE TO STUDENTS, INDUSTRY, THE COMMUNITY GENERALLY AND ALL WHO HAVE A STAKE IN THE INSTITUTION. THIS RE-STRUCTURING, MR SPEAKER, AIMS, I AM ADVISED, TO IMPROVE EFFICIENCY AND EFFECTIVENESS AND TO FACILITATE TAKING ADVANTAGE OF OPPORTUNITIES BY FOCUSING ATTENTION ON KEY AREAS FOR THE UNIVERSITY'S FUTURE. MR SPEAKER, I WOULD LIKE TO GIVE A BRIEF SUMMARY OF THE STRUCTURAL AND ADMINISTRATIVE CHANGES OF WHICH I HAVE BEEN ADVISED. 38
