MR SPEAKER, STRATEGIC AND OPERATIONAL PLANNING PROCESSES ARE FUNDAMENTAL TO THE SURVIVAL AND GROWTH OF AN ORGANISATION AND I AM ADVISED THAT THE UNIVERSITY RECOGNISES THIS. I AM AWARE THAT THE NTU HAS IN PLACE SOUND MANAGEMENT OF ITS STRATEGIC PLANNING PROCESSES, AND THAT THE UNIVERSITY HAS A CLEAR SENSE OF ITS POSITION IN ITS ENVIRONMENT, A VISION FOR ITS FUTURE AND STRATEGIES IN PLACE THAT BUILD ON ITS STRENGTHS AND OPPORTUNITIES. I AM CONFIDENT THAT THIS IS NOT A RECIPE FOR RIGIDITY, BUT RATHER IT SETS THE SCENE AGAINST WHICH THE IMPACT OF PROPOSED OR IMPOSED CHANGES MAY BE ASSESSED. MR SPEAKER, I AM OPTIMISTIC THAT WITH SUCH MECHANISMS IN PLACE THE UNIVERSITY WILL BE ABLE TO ACT QUICKLY AND STRATEGICALLY TO RESPOND TO THE WEST INQUIRY FINDINGS. 44
