Message from the Covenant Chair The year ending June 2003 has seen considerable progress made on a number o f important fronts. From the outset, the Covenant Council began to plan for a comprehensive review of the Covenant to take place during 2003-04. This review (which commenced after the end of the present reporting period) is being conducted in parallel with a complementary but independent review by the Australian Local Government Association (funded by the Covenant Council). Together, the reviews will provide a sound basis for all interested parties to evaluate the extent to which the Covenant has succeeded in meeting its agreed objectives. From this evaluation, options for progressing the Covenants broad product stewardship agenda can be developed and assessed, prior to the end of the current arrangement in August 2004. To facilitate the review process and to strengthen the Covenant Councils management resources, Council appointed an Executive Officer (Ed Cordner) early in 2003. Mr Cordner brings to the position extensive experience in the packaging industry and has greatly enhanced the Councils ability to communicate with signatories and other interested parties and to manage Covenant business. During the year, the Covenant Council continued to work with the retail industry to address increasing public concern over the environmental impacts o f lightweight plastic shopping bags. I believe the Council played a significant role in assisting the industry to develop a Code of Practice which, if successfully implemented, will lead to a major reduction in both the number o f bags used and resultant litter. This is an excellent example o f the unique role the Council is able to play in bringing together a broad range o f people from government and industry to deal with complex packaging related issues. The year also saw significant funding begin to flow to under the Covenants Kerbside Recycling Transitional Arrangements. These funds have been directed principally to support adoption o f best practice recycling activities by local government. Initial indications from Victoria (where funding has flowed to some 13 municipalities) are that substantial improvements in the cost effectiveness o f kerbside recycling systems have been achieved In closing, I should thank a number o f groups: firstly, Council members for their ongoing efforts to promote and support the Covenant; secondly Councils new Executive Officer and the hard working team that comprises the Covenants small but dedicated Secretariat; thirdly the members o f the Kerbside Recycling Group (together with the various Jurisdictional Recycling Groups) who have played a key role in assisting local government to implement best practice measures; and finally the volunteers from jurisdictions and industry who have worked assiduously to review and improve the standard o f signatories action plans.
