PART 1 - GENERAL INFORMATION________ N E P M detai ls Title: N ational Environm ent P rotection (D iesel Vehicle E m issions) M easure Made by Council: 29 June 2001 Commencement Date: 18 July 2001 (advertised in Commonwealth o f Australia Gazette No GN 28, 18 July, 2001 p 2014) N E P M goal (or pu rpose) The goal o f the N ational Environm ent P rotection (D iesel Vehicle Em issions) M easure is set out in clause 10 o f the M easure as follow s: 10 N ational environm ent pro tection goal The goal o f th is M easure is to reduce exhaust em issions from diesel vehicles, by facilita ting com pliance w ith in-serv ice em issions standards for diesel vehicles. Desired en v ironm enta l outcom es The desired environm ental outcom e o f the N ational Environm ent P rotection (D iesel Vehicle Em issions) M easure is set out in clause 11 o f the M easure as follow s: 11 D esired environm ental outcom e The desired environm ental outcom e o f this M easure is to reduce pollu tion from in-service diesel vehicles. E valua t ion c r i te r ia The assessm ent o f the effectiveness o f the N ational Environm ent P rotection (D iesel Vehicle Em issions) M easure is based on the follow ing criteria: General criteria (Specified in the NEPC Implementation Reporting Protocol) progress in im plem enting the NEPM com pliance by parties bound by the N EPM with N EPM protocols and/or o ther N EPM reporting requirem ents progress tow ard achievem ent o f the N EPM goal, the desired environm ental outcom es and any N EPM standards Specific criteria R eporting requirem ents set out in clause 1 5 (1 ) o f the M easure are as follow s: It is intended that each participating jurisdiction subm it a report to the Council on the follow ing m atters: (a) A ssessm ent o f the need to take action to m anage em issions from the in -serv ice diesel fleet, utilising the criteria specified in clause 13. (b) D escrip tion o f actions taken. A b rie f report o f all program s im plem ented during the reporting year to m anage em issions from in -se rv ice diesel vehicles, including any program s im plem ented that are not covered by the guidelines in Schedule A o f this M easure. T his descrip tion should take account of: the scope o f action required to achieve the Goal and the D esired Environm ental O utcom e specified in this M easure; and any action taken and progress m ade to reduce em issions from in-serv ice diesel vehicles prior to the com m encem ent o f this M easure (relevant to the firs t year o f reporting). (c) Assessm ent o f the effectiveness o f any actions taken. Participating jurisdictions must assess their progress in reducing emissions from in-service diesel vehicles iden tified as sign ifican t contributors to air quality problem s. This assessm ent should include: an estim ation o f any change in the proportion o f diesel vehicles out o f com pliance with in -se rv ice em issions standards; and an estim ation o f the reduction in diesel vehicle em issions to am bient air.
