Northern Territory Report to the NEPC on the implementation o f the National Environment Protection (Diesel Vehicle Emissions) Measure fo r the Northern Territory by Dr Chris Burns MLA, M inister fo r the Environment and Heritage fo r the reporting year ended 30 June 2003 PART 1 - GENERAL INFORMATION________ (R efer to page 244) PART 2 - IMPLEMENTATION OF THE NEPM, AND ANY SIGNIFICANT ISSUES Legisla tive , re g u la to ry an d ad m in is tra t iv e fra m e w o rk The N orthern T erritory has no specific leg islation dealing w ith veh icle em issions. Vehicle perform ance standards are enforced through the general provisions o f the M otor Vehicles Act. Im p le m e n ta t io n activities N o specific action has been taken to im plem ent the NEPM . The diesel vehicle fleet in the N orthern T erritory com prises about 2 % o f the national diesel fleet. Currently, there are 26 514 diesel vehicles registered in the N orthern Territory, 15 746 o f w hich are reg istered in the g rea ter D arw in area. The T errito ry d iesel fleet generally increases by approxim ately 4% annually, however, the fleet increased by 9% in the past year. Total annual d istance travelled for the N orthern T erritory diesel fleet is estim ated at 410 m illion k ilom etres, due to the long d istances associa ted w ith road transport. A ggregate data on d iesel em issions for the N orthern Territory is not available. However, am bient air quality studies and an air em ission inventory indicate that m otor vehicle tra ffic is no t a m ajor con tribu tor to air em issions in the larger u rban centres. A sm oky vehicle program is undertaken as part o f the T errito ry s vehicle reg istration and roadw orth iness testing p rocedures. R ecords o f diesel veh icles issued w ith defect orders show that only a m inor frac tion o f vehicles checked as part o f the vehicle reg istra tion process received a defect notice due to engine sm oke.
