V ictoria The Environm ent P rotection (V ehicle E m issions) R egula tions 2003 are the p rim ary legislative tool under the E nvironm ent P rotection A c t 1970 that addresses the in -serv ice perfo rm ance o f the m otor veh icle fleet in V ictoria. Q ueensland The key legislative instrum ent is the N ationa l E nvironm ent P rotection C ouncil (Q ueensland) A c t 1994. W estern A ustralia The key legislative instrum ents are the N ationa l E nvironm ent P rotection C ouncil (W estern A ustralia) A c t 1996, E nvironm ental P ro tection (D iesel and Petro l) R egula tions 1999 and Road T raffic (V ehicle S tandards) R ules 2002. A ustralian C apital Territory The key legislative in strum ent is the Road T ransport R eform (V ehicle S tandards) R egula tions 1999. N orthern Territory The key legislative instrum ent is the M otor Vehicles A ct. C o u n c il a s s e s s m e n t o f I m p le m e n ta t io n F ra m e w o rk s Jurisd ic tions are s till in the p rocess o f determ in ing appropriate im plem entation fram ew orks and assessing data and have provided m ore specific inform ation about the m ajor sources o f diesel em issions. The C om m on w ealth , S tates and T erritories are yet to estab lish the level o f m anagem ent and enforcem ent required . The diesel fuel quality standard has direct im plications for the im provem ent o f d iesel veh icle operations and em issions.
