E X E C U T IV E O F F IC E R S R E P O R T The N ational Environm ent P rotection C ouncil (N EPC ) has had ano ther active year in 2002-03 . The N EPC continues to carry out a s ign ifican t am ount o f w ork on air quality issues in con junction w ith the E nvironm ent P ro tec tion and H eritage C ouncil (EPH C ). The N EPC sponsored a tim e activ ity study, w hich has developed a p icture o f the activ ities and consequent likely exposure o f A ustralians to air po llu tion . NEPC also expanded the M ulti-city M ortality and M orbidity Study. The N EPC m ade a variation to the A m bient A ir Q uality NEPM . w hich w ill enable the estab lishm ent o f an air quality partic les standard fo r fine partic les (PM 2 5) in the fu ture, and in itia ted a program to determ ine the equivalence o f m ethods o f m onitoring fo r fine partic les. C onsideration is being given to the needs o f a full scale review o f the A m bient A ir Q uality NEPM due to com m ence in 2005. N EPC also con tinued the developm ent o f a N EPM for air toxics. NEPC also initiated a review o f the M ovem ent o f C ontro lled W aste N EPM , w hich w ill be com pleted in 2003-04 . The review o f the N ational E nvironm ent P ro tec tion C ouncil A ct w as com pleted in 2001. An am ending B ill inco rpora ting the changes recom m ended by the review passed through the Com m onw ealth P arliam ent and w ill com e into effect in D ecem ber 2003. C orresponding am endm ents to sta te and te rrito ry N EPC leg islation are in train through the parliam ents o f the sta tes and territo ries. The Environm ent P ro tection and H eritage C ouncil, o f w hich N EPC is a constituen t part, m et th ree tim es during the year. A rrangem ents enabling the E xecutive O ffice r to provide serv ices to th is council as w ell as to N EPC are in p lace. The am ending B ill refe rred to above takes into account the linkages betw een N EPC and the Environm ent Protection and H eritage Council. The N EPC Service C orporation has an E nvironm ental M anagem ent System (EM S) in place to enhance the susta inab ility o f its operations. T hrough the EM S, the C orporation has pu t in to effect prac tices w hich w ill reduce the environm ental im pacts o f its operations even further. I should like to thank the Com m onw ealth , sta te and te rrito ry governm ents, m em bers o f w hich com prise the N EPC , for their ongoing cooperation in iden tify ing and prog ressing the national env ironm ental p ro tec tion agenda, as w ell as the m any o ther bodies w ith w hich we in teract in o rder to achieve such progress.
