Charter The Education Act established the Education Advisory Council in 1980. As part of its legal responsibilities the Council (a) Shall consider such matters relating to the provision of education services in the Territory as the Council determines or as the Minister refers to it for consideration or advice; (b) May make to the Minister from time to time such recommendations as it may think desirable with respect to any matter considered by the Council; (c) Shall report to the Minister from time to time or as required by the Minister on any matter considered by the Council; and (d) Shall exercise such other functions as are provided for in this Act. In practice, the Council provides the Minister with an independent service of broadly based community advice not available either from the Department of Employment, Education and Training or specialist committees. The Council has no independent support infrastructure and relies on the Department of Employment, Education and Training to provide the necessary administrative support to allow it to carry out its charter.
