Review into DDYDC - Kendrick 21 April 2017 6 It is important to highlight some selective paraphrased excerpts from this 2014 document in respect to this investigation (note: italicised dot points are direct quotes): A Classification Committee (CC) manages the classification process. The committee comprises the Senior Case Worker and the Assistant General Manager (AGM) and meets weekly on a Wednesday. A new admission is determined as unclassified until after the initial classification assessment after one week and within two weeks of their assessment. A detainees SCATE (security classification assessment transfer eligibility) in IOMS which includes details of their offending behaviour and any custody history including any history of escape from custody. At the completion of the assessment the CC recommends one of six levels of assessment resulting in a corresponding T-shirt colour. The CC meets with the detainee and discusses the recommended classification and at the completion the AGM will give final approval for classification. Detainees with significant history of escape from custody will not be eligible for housing in the medium/low security section, but may move through the classification system and its rewards by being housed in the maximum security section subject to approval by the Commissioner The DDYDC detainee classification procedure aims to maintain detainees at the lowest classification level required to manage their individual risk level and behaviour. Recommended review periods are provided for a detainees eligibility to move to a lower classification level.
