1. INTRODUCTION Establis/1111ent of Co111nlittee On 28 August 1985, the Legislative Assembly by resolution. established the Select Committee on Constitutional Development. The Select Committee was reconstituted on 28 April 1987 fo11owing the elcctjon in March J 987. The resolutions constitutjng the Committee were passed in conjunction with proposals then being dc\'cloped in the Northern Territory to be granted statehood \\Ithin the Australian Commonwealth Federation. Membership of the Committee comprises equal numbers of Government and Opposition members. Ternis of Reference On 30 November 1989 the Legislative Assembly resolved to amend the Committee's Terms of Reference changing its status from a select committee to a sessional committee, On ..i December 1990 the Sessional Con1n11ttce was reconstituted following the election in October 1990 with no further change to its tenns of reference.
