ALC 15 year Strategic Plan 9. Goal E: Working with all Partners 116 2012 wet season. Health Care Centre Umbakumba Underway Project timelines have been much delayed due to negotiations around economic rate of return for GEBIEs $3m investment. Discussion now focussed on design. GCC will construct during 2013, currently no clear completion date. Trade Training Centre Angurugu Underway Tender awarded to GCC, completion date TBC. Will function as community cyclone shelter. Trade Training Centre Umbakumba Underway Tender awarded to GCC, completion date TBC. Will function as community cyclone shelter. Trade Training Centre Alyangula Stalled Insufficient funds currently available to progress this project. Intention to combine with cyclone shelter. Cyclone Shelter Milyakburra Stalled Funding shortfall of $250,000 to progress this project. Intention to develop as multi purpose centre and shelter. Government Employee Housing Angurugu Underway Planning and approvals well advanced, construction by GEBIE to commence late 2012, early 2013. Government Employee Housing Umbakumba Underway Requires rezoning decision from NTG. Further planning and approvals required, construction should commence 2013. Public Jetty Alyangula Stalled Land and sea tenure issues still under negotiation. Materials stockpiled by GEMCO. GEMCO still committed to the project. Home Ownership on Indigenous Land (HOIL) Stalled RPA action is for people to have access to the HOIL program with the target being to have the first home loans issued in 2010.
