Goal F: Moving to a Regional Authority 126 Develop a capacity to build houses and infrastructure utilising local materials and local labour, subsidised by a modest royalty banking scheme. Deliver the ALC Strategic Plan two principle streams of options to integrate early childhood, education, training and employment for Anindilyakwa people: 1. Essential Service delivery; 2. Culture-based enterprises. Contract services to Anindilyakwa owned business providers. ACTIONS: 150. Further investigate and develop the Regional Authority model. 151. Establish the new model and structure for operations of services on Groote archipelago.
