10 East Arnhem Shire Council Annual Report 2009-10 Cr Yananymul Mununggurr Ward: Gumurr Miwatj Community: Yirrkala Cr Charlie Djirarrwuy Ward: Gumurr Gattjirrk Community: Milingimbi Cr Charlie Djirarrwuy was recently elected to Council as the result of a by-election, in early February 2010, for the Gumurr Gattjirrk Ward. This casual vacancy arose through the resignation, for health reasons, of Cr David Warraya from Ramingining. Charlie was elected unopposed and was appointed Councillor on Monday 22nd February 2010. Cr Charlie Djirarrwuy was born at Milingimbi, where he attended the Mission School. He then completed Primary School and a further three years of secondary education. He has close cultural and family ties to the Milingimbi region and is a member of the Wanguri Clan, which is the original clan of the area. His homeland is Dhalinbuy. Charlie is a senior mentor for indigenous culture and is heavily involved with indigenous youth in the Milingimbi Community. On a broader level, Charlie also represents his community as a regional spokesperson on the Miwatj Health Board. Other Community Board Appointments: Chairman of the Milingimbi Arts Centre (2008 to 2010) Milingimbi Rep. (Remote Service Delivery) 2009 /10 Member NTG Housing Reference Group 2009 /10 Charlie commenced his working career at Milingimbi in 1974, in indigenous health, then for the following two years he performed housing maintenance work at the nearby community of Maningrida. Charlies first role in Local Government was as an assistant bookkeeper between 1984 and 1989 with the former Milingimbi Community Government Council. In 1997, Charlie achieved Certificate 2 in Sports & Recreation, under the National Indigenous Leadership Program. Currently Charlie is an employee of the East Arnhem Shire Council, at Milingimbi, working in Parks and Gardens under the CDEP Program. Charlies personal interests include traditional painting, carving, hunting, fishing for turtles and crabbing. A recent quote from Charlie, regarding his artwork, I dont buy things I create things. Looking to the future, Charlie is aiming to achieve the following goals, both for his community and the broader Shire. Utilising the Shire as a new agent to provide and advocate for the delivery of improved services to community members. Moving forward with a positive community outlook. Mentoring local people to start businesses as opportunities arise. Supporting increased educational opportunities for indigenous people. Creating opportunities for a new festival, showcasing indigenous art and culture. To provide a better future for our children through the Shires involvement in both the Regional Service Delivery (RSD) and Territory Growth Towns (TGT) Programs.
