Budget Initiatives ________________________________________________________________________________________________ 49 Northern Territory Tourist Commission Northern Territory Tourist Commission is responsible for ensuring marketing programs enhance the Territory attractiveness to national and international tourists. Further funding of $1.4 million to facilitate Virgin Blue services to the Territory (a total commitment of $4 million). Additional funding of $1.5 million for domestic and international marketing campaigns. Funding of $42 000 per annum over the next two years towards an aviation specialist joint venture. Darwin Bus Service Darwin Bus Service is a non financial public corporation, providing a contracted bus service for Darwin, Palmerston and the outer Darwin area.. Purchase of a new rigid bus featuring low floor access and airconditioning, and the refurbishment of a number of existing buses to include airconditioning, conversion to either liquid petroleum gas or diesel, and improved passenger security. INFRASTRUCTURE EXPENDITURE AND CAPITAL PROGRAM The Northern Territory Governments capital program for general government agencies is currently managed centrally by the Department of Infrastructure, Planning and Environment. The 2003-04 Budget continues the transition commenced in 2002-03 to a full accrual output Budget. During 2003-04, further work will be undertaken to investigate possible changes to capital works funding and management arrangements by devolving greater responsibilities for capital works to agencies consistent with full accrual budgetary and accounting practices. Key considerations in changing current practices will be to ensure any new arrangements are not overly complex and that management and delivery of works projects continues to be undertaken in a timely manner. The infrastructure expenditure discussion in this section and the detailed information included in Budget Paper No. 4, excludes the expenditure on the railway by the AustralAsia Railway Corporation. Northern Territory Public Sector Infrastructure Expenditure Infrastructure expenditure for the Northern Territory Public Sector includes the Capital Works Program for Budget Sector agencies, capital grants provided by those agencies and the capital program of PowerWater which is a Northern Territory Government Owned Corporation. In addition to capital programs, infrastructure-related spending also includes repairs and maintenance expenditure which is classified as a recurrent expense. Planned capital expenditure in 2003-04 for the Northern Territory Public Sector is $266.2 million, which is $10.8 million less than the estimated outcome for 2002-03, due largely to the completion in 2002-03 of a number of major projects. Total infrastructure spending, including repairs and maintenance, planned in 2003-04 is estimated to be $434 million, compared with $439 million in 2002-03. Detailed information on the Capital Works Program for the Budget Sector is provided in Budget Paper No. 4. However, summary information on the components of the Territorys infrastructure spending is also included below.
