Budget Initiatives ________________________________________________________________________________________________ 51 The Department of Employment, Education and Training has budgeted to provide a $5 million capital grant to facilitate the construction of the Desert People's Centre in Alice Springs, as well as $0.35 million for minor new works for vocational education and training programs. GOVERNMENT OWNED CORPORATIONS PowerWater, as a Government Owned Corporation, determines its own capital program consistent with its commercially-orientated priorities. PowerWater estimates that it will spend $52.1 million in 2003-04, compared to $39.5 million in 2002-03. TOTAL INFRASTRUCTURE EXPENDITURE When capital grants and capital expenditure by PowerWater is added to the Capital Works Program, total capital expenditure in 2003-04 is expected to be $266.2 million. In addition to capital expenditure, significant recurrent funds will also be spent on repairs and maintenance for infrastructure assets. These funds are allocated to agencies and identified in agency statements in Budget Paper No. 3. The Governments contribution towards infrastructure expenditure is summarised in Table 5.1. TABLE 5.1: TOTAL INFRASTRUCTURE EXPENDITURE REVENUE INITIATIVES The Government has announced a number of key revenue measures in the 2003-04 Budget, which are detailed below. Early Cessation of the Temporary Budget Improvement Levy The temporary budget improvement levy was introduced as part of the November 2001 Mini-Budget.
