The revenue base is taken to be the number of privately registered passenger vehicles, caravans, trailers, motorcycles, light trucks and commercial vehicles. The Territory records relatively fewer registered privately-owned vehicles (on a per capita basis) than any other jurisdiction. Consequently, the Territorys assessed capacity is the lowest in Australia as illustrated by Figure 7.25.
