21 Findings The Northern Territory does not have a single integrated framework that seeks to allocate Crown Land for use in an ecologically sustainable manner. Instead, the allocation and use of land is determined variously across a number of sectoral frameworks. A significant issue across this range of legislation is the failure to effectively incorporate and implement principles of ESD as part of decision making. A notable lack of integration between these frameworks is problematic for the achievement of ESD outcomes. There is significant disparity across these legislative instruments in regard to provisions for public participation and transparency of decision making.
