He has more than 34 years in Local Government, many spent in South Australia. Ian holds qualifications in Local Government Administration, Marketing, Purchasing and Materials Management. Ian is also a fellow of Local Government Managers Australia. Mark Blackburn is Councils Community and Corporate Services Director. Mark has a long history working in local, state and federal government, as well as the private sector. Mark holds a Graduate Diploma in Business Administration and a Bachelor of Applied Science. Mark Spangler is the Director of Technical Services and commenced with the City of Palmerston on 2 February 2009. Mark has over 25 years of local government experience in the Northern Territory. Mark holds an Honours Degree in Civil Engineering and post graduate qualifications in Management and Leadership.
