Corporate Governance 80 DCIS staff are required to follow stringent ethical standards and are protected from any perception of bias or conflict of interest by the use of probity auditors on all major tenders. A conflict of interest checklist covering gifts and benefits, hospitality and relationships with companies was developed to assist staff determine if they were in a conflict of interest situation. Further details relating to DCIS staff such as the Capability Plan, Personal Excellence Plan, Performance Management, Staff Survey, OH&S and EEO are detailed in the section titled Our People at page 83. Processes, Products and Services Process Analysis Process analysis underpins our strive to provide cost effective corporate support services to agencies. Not only do we map and analyse our own internal processes aimed at achieving continuous improvement; but we also map and analyse interrelated processes occurring between DCIS and other agencies. Adoption of internal process mapping by Contract and Procurement Services resulted in the production of easy to use procurement flow process charts. These charts were made available to all agencies to assist those responsible for the decision making process, to procure goods and services. Processing mapping and analysis has been undertaken by DCIS in a number of agencies. Recruitment processes have been mapped and analysed in Community Development, Sport and Cultural Affairs and NT Treasury. Asset Management has been mapped and analysed in Police, Fire and Emergency Services. Process analysis has also been undertaken for payroll services for the Darwin Port Corporation and NT Tourist Commission. All process-mapping exercises have resulted in positive outcomes for both DCIS and agencies concerned. Product Specifications Product specifications provide the basis for our service level agreements (refer page 73) and our costing model (refer appendix D). New products introduced during the year included: The CAPS Advisory Services, CAPS Tender Management and CAPS Whole of Government Contracts. These products are the result of a review of the contract and procurement product, which has been split into three separate products named; A Travel Product available to customers within regional centres only was developed; and An entry-level recruitment product, which was developed as part of the Recruitment product line. Delegations Financial, human resource and procurement delegations were all reviewed and made available to staff through the intranet.
