133Appendices Economic Group The Economic Group provides analysis and advice on economic issues. It comprises three business units: Economic Policy and Frameworks, Economic and Social Analysis, and Public Finance. Economic Policy and Frameworks Economic Policy and Frameworks aims to ensure that the Territorys financial and physical resources are applied in the most effective manner to protect and enhance the Territorys long-term financial and economic viability. The unit provides advice on microeconomic issues including National Competition Policy (legislative reform, utilities reform, competitive neutrality), government business divisions and insurance, and oversights and develops economic reforms and frameworks. Economic and Social Analysis Economic and Social Analysis provides a quantitative view of the Territory economy and relevant social statistics, as a basis for policy development by Government. The business unit monitors and analyses trends in macroeconomic conditions, provides regular briefings for the Treasurer and senior officials and regularly publishes information and analysis on the Territory economy. It also analyses and provides advice on social statistics of significance in the Territory. It has responsibility for population estimation and forecasting and oversees statistical coordination across Northern Territory Government agencies. Public Finance Public Finance has as its primary focus on intergovernmental financial arrangements, incorporating a wide spectrum of policy issues. Major activities include representation on national working groups on goods and services tax administration and specific purpose payments policy, analysis of whole of government financial issues, provision of strategic advice on intergovernmental financial relations, and management of submissions and data returns to the Commonwealth Grants Commission. Commercial Group The Commercial Group provides advice, analysis and services on the Territorys commercial activities. It comprises two business units: Capital Financing and the government business division, Northern Territory Treasury Corporation. Capital Financing Capital Financing provides commercial advice to Government. The business unit administers the government owned corporations framework on behalf of the shareholding Minister and manages the Governments commercial accountabilities and risks under the Financial Management Act. Capital Financing also provides financial and commercial advice on major projects such as the Darwin Waterfront Development project, on administering incentive payments for the Alice Springs Convention Centre, and on public private partnership policy issues for the Territory Government. Northern Territory Treasury Corporation Northern Territory Treasury Corporation is the Territorys central financing authority and is described later in this section, under Statutory Authorities.
