25 March 2009 45 Recommendations relative to the Terms of Reference Terms of Reference: Specific Objective One Assess the effectiveness of the Group School and Cluster organisational models for Northern Territory schools. COH1: Adopt a DET corporate structure more consistent with current and future policy requirements to provide high quality support to students, teachers, principals, other school personnel and early childhood providers. COH2: Strengthen the current school Cluster organisational model of DET by establishing stronger regional structures to be applied consistently across all Territory schools. PBS1a: Strengthen performance review mechanisms and practices at all levels of DET to increase effectiveness of its organisational structures. COH3: Develop and implement a Corporate Accountability and Performance Improvement Framework. PBS3d: Establish an evaluation of the Group School organisational model (with rigorous longitudinal formative and summative features and focusing on growth in student participation, retention and achievement, with specific reference to Indigenous students educational outcomes). Terms of Reference: Specific Objective Two Evaluate the effectiveness of the structure, reporting arrangements and support mechanisms provided to schools by DET in providing efficient and effective service delivery at schools. COH2a: Further regionalise support structures to schools in specific Human Resource functions, leadership development, teaching support in curriculum, pedagogy and assessment, specific finance and budget functions, and student services support. PBS3a: Establish independent school review teams at a regional level, as part of a system level strategic research and policy development function. PBS 3a PBS2d: Continue development of the data analysis and reporting tool of the Business Intelligence Centre. RRS2: Further improve system wide performance in timely delivery of human resource requirements and remuneration to teachers, principals and other school personnel.
