.. - 10 7. The true government of the Northern Territory is a bureaucracy. As witnessg The Administrator of the Northern Territory is not able to review decisions of the Chief Officer of the Northern Territory Administration Division of the Department of Territories even where in his opinion they may adversely affect the peace, order and good government of the Northern Terri tory. The Chief Medical Officer of the Department of He~lth in the Northern Territory is not responsible to anybody in the Territory but to his superiors in Canberra, as also are the heads of other Commonwealth departments carrying out functions normally assigned to departments of a State government. Prior to 1960, the Commonwealth Public Service Act provided that the Administrator of the Northern Territory was also the Chief Officer of the Northern Territory Administration Division of the Department of Territories, but an amendmEnt to that Act has since removed that power. The Legislative Council in April 1962, carried a resolution "that in the interests of (a) the peace, order and good government of the Northern Territory, and (b) the better administration and morale of the Northern Territory Administration Division of the - 'Department of Territories, including the creation and retenti on of an efficent and cont ented Public Servic e, this Council expresses the view that it is essential and urgent that the function of Chief Officer in the Northern Terr~tory Administration be vested in the Administr ator and, ip order to procure this on a permanent baSiS, requests the Prime Minister as t he Minister administering t he Commonwealth Public Service Act to promote a Bill to amend that Act to provide that the Administrator shall ex officio be Chief Officer under that Act and shall be the sole person to hold t ha t office 'in the Northern Territory Administration Division of the Department o ~ Terri torie s". The Council has not even received the courtesy of an acknowledgment of receipt of this resolution from the Prime Minister.
