Appendix (The objittives of s # D providing for the involvement and participation of Aboriginal and Torres Strait Islander people in all levels o f decision making on planning, establishing priorities, resource allocation, service delivery, evaluation and management of housing and related services for Aboriginal and Torres Strait Islander people; formalising a partnership between Aboriginal and Torres Strait Islander people, represented by ATSIC and the Northern Territory Government; increasing the efficiency and effectiveness of the delivery o f housing assistance and related infrastructure to Aboriginal and Torres Strait Islander people thus maximising the value o f available funds; coordinating related and linked funding programs and other resources for housing assistance and related infrastructure; providing housing assistance to those in greatest need; clearly establishing the respective roles and responsibilities of the Commonwealth and Northern Territory Governments; maximising the level o f ownership of housing by Aboriginal and Torres Strait Islander people consistent with the need to ensure that the assets are protected, and their value maintained, for the benefit of all Aboriginal and Torres Strait Islander people; increasing accountability to the public for the allocation o f funds and assets and the evaluation o f programs outcomes; and developing and implementing programs and policies to ensure the effective on-going management of housing and related infrastructure assets.
