Territory Housin Statement by Accountable Officer and Principal Accounting Officer for Territory Housing. In our opinion: (a) the accompanying financial statements and notes thereto ofTerritory Housing have been prepared from proper accounts and records and are in accordance with part 3 section 5 o f the Treasurers Directions so as to give a true and fair view o f the results o f its operations fo r the year ended 30 June 2001; and (b) the receipt and expenditure o f monies and the acquisition and disposal o f property by Territory Housing during the above period have been in accordance with the Financial Management Act (1995). Furthermore: (a) proper records o f all transactions affecting Territory Housing are kept and all employees observe the provisions o f the Financial Management Act (1995),Treasury Regulations and the Treasurer's Directions. (b) procedures within Territory Housing are such as will at all times afford proper control over expenditure, receipts and public property; (c) no indication o f fraud, malpractice, major breach o f legislation o r delegation, major error in o r omission from the account and records exists; (d) ongoing internal controls are in place including a review o f the Accounting and Property Manual and training and supervision for employees involved in the financial management functions o r whose duties include receipt o r payment o f Territory monies; (e) results o f any internal audits have been reported in accordance with the Financial Management Act ( 1995); (f) under the terms o f applicable contract rearrangements for senior departmental staff, the performance o f all eligible staff have been reviewed as required; and (g) all employment instructions issued by the Office o f the Commissioner fo r Public Employment have been satisfied.
