DEBATES AND QUESTIONS Friday 24 April 2020 8302 Ms FYLES: Yes. A point of order, Madam Speaker! That was the motion I moved. Madam SPEAKER: Yes. Mrs Finocchiaro: Then members can speak to the amendment? Madam SPEAKER: No, the minister has moved that the question be put and there is no more debate. Mrs FINOCCHIARO: A point of order, Madam Speaker! A point of clarificationare we voting on the amendment? Ms Fyles: No. We are voting on the original motion. Mrs Lambley: You interrupted the motion. Mrs FINOCCHIARO: I have an amendment to the motion, Madam Speaker. Madam SPEAKER: It is Standing Order 39, Matters not open to debate. The minister has moved that the question now be put, Sessional Order 44, so it is the motion Mrs FINOCCHIARO: Madam Speaker, I moved the amendment prior to the question being put. Madam SPEAKER: It does not matter. The minister has done that under Standing Order 39 so that takes precedence over what you have done because it is in the standing orders. Honourable members the minister has moved that the question be put. The Assembly divided. Madam SPEAKER: Honourable members, I now move the question that the motion be agreed to. Motion agreed to. Meetings of the Assembly by Teleconference or Video Link Ms FYLES (Leader of Government Business)(by leave): Madam Speaker, I move that this Assembly notes a public health emergency is now in existence in the Northern Territory as a consequence of the presence of COVID-19 and, as a consequence, the Assembly orders: 1. For the duration of the Assembly meeting on 24 April 2020 only, the Assembly agrees to permit the conduct of Assembly meetings by audio visual or audio link, where available. 2. When the Speaker advises a meeting of the Assembly is to occur pursuant to this order, Assembly members who are not physically present may participate in the proceedings of the Assembly as per clause 1. 3. For such meetings of the Assembly, the Speaker, or member presiding for the time being, will be present and conduct the proceedings as per the standing and sessional orders.
