Introduction 3 The Infrastructure Program Introduction Budget Paper No. 4 details the Northern Territorys infrastructure program for 2019-20. The paper includes information on major and minor capital works, capital grants, repairs and maintenance, and infrastructure-related expenses for all Territory budget sector agencies. The 2019-20 infrastructure program delivers civil and construction projects for Territory businesses and creates jobs for Territorians, through a $1.45 billion investment in total infrastructure payments. The program provides substantial investment in road, economic and community infrastructure across the Territory. Total infrastructure program and payments Total infrastructure payments will be $1.45 billion in 2019-20, including $1.16 billion in budget sector payments and $289 million in payments by government owned corporations. The total value of the governments 2019-20 capital works program is $2 billion. In 2018-19, Government is on track to deliver total infrastructure expenditure of $1.48 billion, an increase of $31 million from the original estimate. The level of cash allocated to general government capital works (excluding the government owned corporations) has decreased in 2018-19 from $863 million in the published budget to $827 million. This largely reflects the revised timing of expenditure for Commonwealth road programs to align with expected milestones, offset by additional Territory investment through projects such as the urban public housing stimulus package. In 2019-20, $803 million is allocated to the capital works program, including additional Commonwealth funding for remote Aboriginal housing to match the Territory Governments Remote Housing Investment Package. The reduction in general government capital works expenditure is more than offset by increases in infrastructure investment by the government owned corporations. The repairs and maintenance program returns to the original forward estimates level of $201 million in 2019-20, following one-off funding increases in 2018-19, primarily for expenditure on housing and related works. A number of additional capital, and repairs and maintenance grants were also provided in 2018-19, largely to undertake works for Aboriginal housing and town camp upgrades. Table 1 sets out the budgeted and estimated infrastructure payments for 2018-19 and the budgeted payments for 2019-20.
