Such valuations are performed on an open market, being the amounts for which the assets could be exchanged between a knowledgeable willing buyer and a knowledgeable willing seller in an arms length transaction at the valuation date. The Commission engages an independent valuer to undertake a valuation of the property at least every five years. The fair value measurement for the freehold land and building has been categorised as Level 2 fair value based on the valuation technique noted above. For those leasehold improvements and plant and equipment that are carried at cost, their cost approximates their fair market value. 21. Governing Board Key management personnel of the Commission are those persons having authority and responsibility for planning, directing and controlling the activities of Commission. The Commissioners of the Northern Territory Legal Aid Commission during the financial year were: (i) Transactions with Commissioners During the year, grants of aid has been allocated to legal firms, including those in which Commissioners also hold executive positions. All applications for grants of aid are on an arms length basis and are assessed in accordance with the Commissions Guidelines.
