Abstract
Foreword
The Cabinet Handbook is designed as a resource for Ministers, ministerial staff, agency Secretariats and Northern Territory Government employees involved in the development and progression of Cabinet business. It outlines the underlying principles of Cabinet and details requirements and procedures associated with processing Cabinet documentation and is the primary support tool used by agency Secretariats.
The order of seniority of Ministerial offices is set in Schedule 2 of the Administrative Arrangements Order (AAO), which provides the order of precedence of Government agencies.
A well-functioning Cabinet requires high-quality proposals with appropriate levels of security, and robust procedures to follow when preparing Cabinet documents. Ministers and their officials must take particular care with the quality of Submissions and Memoranda brought forward to Cabinet and its Sub-Committees, and ensure effective consultation and lodgement timelines of Cabinet documents are met. Robust Cabinet confidentiality requires strict observance of the security requirements for Cabinet documents by Ministers, their staff, and Northern Territory Government officials.,
